Pilferage of Relief goods?

The News has a shocking report:

One detained over relief goods fraud in Karachi (Updated at 2000 PST) By Afzal Nadeem KARACHI: Police arrested a man here today, who is allegedly involved in buying relief trucks being used for quake affected people of the country. According to the police, people of Kimari area of Karachi, lodged complain that they have witnessed some relief trucks being dumped in an empty plot near Jadoon Plaza. Police immediately took notice and detained alleged Abdul Khaliq seizing all the relief goods. Police interrogation from the alleged revealed that he have purchased several relief goods loaded trucks from two persons namely Nazim Shah and Babu which have been bought from Gulshan-e-Iqbal, Federal B Area, Hasan Square and Quaidabad area of the city. Further investigation is underway

    Humqadam Welfare Foundation is doing a lot for needy people in Sialkot. We have tried our best to help poors inspite of lack of finances. After the 8 October earthquake we called an emergency meeting of all of our members and it was settled that we should move forward and do our best to provide help to our brotherhood suffered from earthquake. By the grace of God we were able to send three trucks full of food, clothes, blankets, medicines, milk to the Battal.

    A Pakistan army officer Major Mazhar Hussain Bokhari met our caravan near Abbotabad. He was so kind and he lead us to the Battal where he told us about the areas where most of the damage had occured. We came back to Sialkot with a promise in our minds that we will come back again with more relief goods to give a helping hand to earthquake victims.

    We planned to send tents and medicines again to the Battal and surrounding villages. We contacted severall tent makers and after a few days we received an e-mail reply from a tent dealer from kasur city. He was asking price in US dollars for a 4 by 4 meter tent 100 US dollars. We discussed the sender of the e-mail on phone and he agreed to provide us tents at Rs. 5600/= each for double fly white canvas tents. He gave us his bank account details to transfer payment. But we told him we shall personally come to Kasur and check the quality of tents. He denied our request first but after a few hours he called back and told us to come to Kasur to see the tents before loading on trucks.

    We went to kasur on Friday. We reached there at 1.30 noon. The guy who was in cotact with us was not in kasur, he was in Lahore. We called him on his mobile phone and he gave us a mobile number that was of his younger brother. We called his brother while we were standing on the bus station Kasur. He came to us and take us to a factory located at 22 miles away from kasur city on Raiwand Road.

    We saw the tents there but they were not double fly and the canvas used was very poor in quality. They had used a lot of startch to make canvas look heavey and nice. We again called the guy in Lahore and told him that what he has offered in his e-mail does not match waht he is giving us. He suddenly changed his tone and he said we have only these tents and the price Rs. 5600/= is for these tents. If you are agree then take these tents or my men will kick you out of factory premises. He abused us and threatened us. He said we are in his city and if you will go to complain against him his people will shoot us. Here I would like to clear that he is not the real tent maker the factory his brother showed us does not belong to him. I can say he is a comission agent who is cheating people using internet.

    We were four people, we went to reporter of newspaper Khabrain, he said he cant help us unless we have a police report. We then went to DCo Kasur he was not in Kasur. We then went to SSP Kasur Mr. Khadim Hussain Bhatti. He was playing golf at that time. He asked us to go to Sadar police station. We remained tense all the day and could not offer our prayers, at the time of Iftaar we were standing on the road. We did not know anyone who can help us in kasur. We were there to get some help for earthquake victims but now we have become the victims of a fraudulant and misbehavious person. The name of fradulant tnet dealer (commission agent) is Abid Hassan Sabri of Al_Farooq Enterprises, Kasur.

    I request to the President of Pakistan, Chief Minister of Punjab, Commissioner Relief Committee and all other authorities to please save small NOGs and innocent people from these fraudulent people, who are making money by selling low quality tents.This kind of people should be black listed and they should be removed from Tents Manufacturers Association Pakistan.

    This is to alert all NGOs and other human welfare organisatiosn.
    A fradulant tnet dealer (commission agent) Abid Hassan Sabri of Al_Farooq Enterprises, Kasur is trying to loot people by selling tents in dollars not in rupees at the time of this great grief and sarrow. I request to the President of Pakistan, Chief Minister of Punjab, Commissioner Relief Committee and all other authorities to please save small NOGs and innocent people from these fraudulent people, who are making money by selling low quality tents.This kind of people should be black listed and they should be removed from Tents Manufacturers Association Pakistan.     This is to alert all the NGOs and relief organizations of all the fraud and quaks trying to potray as tent manufacturers. Please keep in mind the follwoing points before placing an order.

    Please dont place an order before actually visiting the factory area where tents are manufactured.

    Make sure the guy you are placing the order with is actually the owner of the factory.

    Dont talk to brokers. Just ask to see the owner of the factory and talk to him about the price and delivery time.

    Ask for samples and trade certificates from the maufacturers.
