I want to draw the attention of the concerned officers to the deplorably poor performance in Muzaffarabad AJK during quake of 08 October 2005.The SCO could not rehabilitate the telephone lines in the area of Shaukat Lines near Khan Market Muzffarabad hardly at a distance of 02 km from their main office at Bank Road Muzaffarabad.
I registered complaint at 18.Their response for the past two weeks has been this:
1) We have sent the Boy. It will be OK by the Evening.
2) Register your complaint again.
3) The men are working. The telephone will be OK today by the evening.
I highly appreciate the services of WAPDA and AJK Electricity who restored electrical power 0n 17-10-2005 after eartgquake. The Public Health Department also provides water. But SCO being an army organization is deplorably slow. Their commendable step is only Free PCOs for flood affectees but it is only a Drop of Water considering thousands of homeless and disconnected people in Muzaffarabad.

Our Association, a registered voluntary social organization and a Rehabilitation Centre, is engaged in alleviating the problems and difficulties of the people with disabilities, established in 1975 and is being run by the handicapped themselves.
A.P.H.A. has been making artificial limbs/foot on the best rubber foot technology of Jaipur India, which is famous in the world, and we have so far provided to hundreds of amputees towards their rehabilitation.
However, A.P.H.A. is very much interested in collecting complete data of the disabilities of earthquake victims so that A.P.H.A. could enhance its production of artificial limbs and provide free of cost to a maximum number of the disabled who have become the victims of the recent earthquake.

i am desiring information about how to volunteer as a paramedic in pakistan.
there was a “60 minutes” news special on television tonite; have received many inquiries about a) how to give money to enable team of american paramedics to continue their medical volunteer work in pakistan and
b) how to volunteer to serve as a paramedic there.
undoubtedly, i’ll have more inquiries - but at least
the matter is now exposed to the public since being
aired on t.v. hope this will have a direct impact
on private aide being “stepped up” now.

My village Sialkot union council pattan kalan district abbottabad is completly effected with earthquake and 90% houses have been completly destroyed and thousands of people are living under open sky in cold weather. Pbulic paths, roads, water supply schemes, schools are completly damages.

I am one of the NYC paramedics from the 60 minutes segment- we are still desperately trying to do all we can for the folks affected in the Jhelum Valley. EARTH QUAKE IN SHANGLA
Shangla is land of natural beauty long green trees high mountains sweet springs thick forest and streams, was earlier sub-division of Swat District. In 1995 after long movement and endeavors of its people the then Chief Minister of NWFP Aftab Ahmad Khan Sherpao upgraded it to the status of a District. According census of 1998 its population was 434563 which are 2.5% of the total population of the NWFP, while its current population is 541000. Here annual growth rate is 3.27% and population density is 274 persons per Sq-Km. The number of total households is 53529 and average household size is 8 persons per family. The literacy rate is 14.7% (25.2% in male & 3.7% in female). Total area of the District is 1586 sq-Km (339614 Acres) in which 104672 Acres (31%) is cultivated and 109685 Acres (32 %) is forest. There are two Tehsils i-e Tehsil Alpuri and Puran with 44 Patwar Circles and 111 villages. The District comprises of 1 National, 2 Provincial Assembly Seats, 2 Tehsil Councils and 28 Union Councils. .
Recent devastating earth quake badly affected almost whole population of the District in one or other shape. This natural disaster took about thousands human lives, seriously injured many more persons. The Thousands of kacha & pacca houses are completely demolished, while others are partially damaged which are not fit for further use as these are dangerous and life risk is involved in their further use.
Similarly last year loses of human lives and houses due to heavy snow fall and avalanches are not concealed from any one. Now thousands of earth quake affected are laying helpless under open sky in this severe cold winter weather.
Ratio of government employers is 5.6%, while majority of its peoples are employed in coal mines through out the country and there standard of living is very below. The main source of income of population is agriculture. The inhabitants of the district are deprived of the infrastructure.
AS it is the most backward District of NWFP Pakistan, any one can estimate living standard of its inhabitants from a report recently issued by the government in which this district was on top in ratio of poverty through out NWFP.
Keeping in view low standard of living of its people lack of infrastructure severe cold winter separate geography and damages of devastating earth quake the people of Shangla District demands positive attention and measurements of government and NGOs for its sustainable development, reconstruction and rehabilitation.

There is no doubt that OXFAM is providing possible assistance to earth quake victims without class discrimination on humanitarian ground. I would like to appreciate your excellent performance in recent devastating earth quake in Pakistan. The relief activities of OXFAM are praise worthy and tremendous. Due to your excellent programme every one is proud of your performance in recent natural disaster, but in Shangla District situation is totally different.
In Shangla District OXFAM has continued its relief activities via Shangla Development Society (SDS) and Swat Youth Front (SYF) comprises of black sheeps and money earning mafia. These are ghost NGOs whose only purpose is to earn money by making donor agencies foolish.
Being a founder member of Shangla Development Society I’m fully aware of its malpractice and corruption. SDS is on mercy of two black sheeps and corrupt elements i-e IFTIKHAR and AFTAB ALI who are enemies of humanity. These two characters are ugly spot on the name of humanity and similarly they have black mailed OXFAM through ought the world due to mismanagement, nepotism and favoritism. They distribute Oxfam’s relief goods amongst their friends instead of deserved earth quake victims. Their criteria for distribution are their own like and dislike. All executive and general body of SDS have boycotted of its activities due to these corrupt mafia.
Therefore being a responsible person of community it’s my responsibility to bring these facts to your notice. I expect that you will take positive measurements for proper relief activities in Shangla Pakistan for reconstruction and rehabilitation of earth quake victims.

Sir, I am general Secretary of Rural Development Association (RDA) Abbottabad, we hope you will be helpful for us to deliver our appeal to the higher authority, as earthquake rehabilitation activities are going on by different NGOs. Union Council Pattan Kalan & Pattan Khurd which is badly suffered in Earthquake only in Pattan Khurd 42 people had died and lot of houses are collapsed and 100% are not for able to accommodation. It is our APPEAL through your good self that Thandyani Pattan Khurd Road which is only one route for rehabilitation and supplying of relief goods to the earthquake affected people. Due to heavy slides in many areas rehabilitation activities is being badly suffered. Please make ensure to removes the hindrance from this busy road.

I am a British trained nurse (SRN) and have specialised in paediatric nursing at the Hospital for Sick Children,Great Ormond Street,London.I also have a BSc in Social Sciences from The Open University, Britain and an MSc in Counseling from the University of La Verne, California.

EARTH QUAKE IN SHANGLA
Shangla is land of natural beauty, long green trees, high mountains, sweet springs, thick forest and streams, was earlier sub-division of Swat District. In 1995 after long movement and endeavors of its people the then Chief Minister of NWFP Aftab Ahmad Khan Sherpao upgraded it to the status of a District. According census of 1998 its population was 434563 which are 2.5% of the total population of the NWFP, while its current population is 541000. Here annual growth rate is 3.27% and population density is 274 persons per Sq-Km. The number of total households is 53529 and average household size is 8 persons per family. The literacy rate is 14.7% (25.2% in male & 3.7% in female). Total area of the District is 1586 sq-Km (339614 Acres) in which 104672 Acres (31%) is cultivated and 109685 Acres (32 %) is forest. There are two Tehsils i-e Tehsil Alpuri and Puran with 44 Patwar Circles and 111 villages. The District comprises of 1 National, 2 Provincial Assembly Seats, 2 Tehsil Councils and 28 Union Councils. .
Recent devastating earth quake badly affected almost whole population of the District in one or other shape. This natural disaster took about thousands human lives, seriously injured many more persons. The Thousands of kacha & pacca houses are completely demolished, while others are partially damaged which are not fit for further use as these are dangerous and life risk is involved in their further use.
Similarly last year loses of human lives and houses due to heavy snow fall and avalanches are not concealed from any one. Now thousands of earth quake affected are laying helpless under open sky in this severe cold winter weather.
Ratio of government employers is 5.6%, while majority of its peoples are employed in coal mines through out the country and there standard of living is very below. The main source of income of population is agriculture. The inhabitants of the district are deprived of the infrastructure.
AS it is the most backward District of NWFP Pakistan, any one can estimate living standard of its inhabitants from a report recently issued by the government in which this district was on top in ratio of poverty through out NWFP.
Keeping in view low standard of living of its people lack of infrastructure severe cold winter separate geography and damages of devastating earth quake the people of Shangla District demands positive attention and measurements of government and NGOs for its sustainable development, reconstruction and rehabilitation.

This is in reference to some baseless allegations leveled by an individual, Sultan Rome, claiming to be the founding member of SDS. Before clarifying our stand I would like to give a brief background of the socio-economic and political situation of District Shangla.
Shangla is a tribal society where majority of the people live below the poverty line and are illiterate. The government has so far been a big disappointment in changing the socio-economic conditions of the people and in this advanced technological age of the 21st century we are still lacking the basic infrastructure of the basic necessities of life. The society is highly politically polarized and tribal egoism is at its peak. Some of the people are involved in meaningless litigations on pity issues and opportunities for fruitful and productive activities are lacking. The ruling parties have always been busy in giving benefits to their own supporters and no popular welfare programmes have been initiated to uplift the economic conditions of the people. Local influential families have trapped the society and want to keep intact their tribal influence in order to serve their own vested interests. During the last decade the Jihadi and religious parties exploited and victimized the society in another way and misled the people. They have created a sense of hostility against the liberal and progressive forces. All these factors have affected the psyche of the people negatively. They get involved in blackmailing, negative lobbying and propaganda whenever their vested interests are not served and feel threaten to lose their socio-political influence.
In this situation SDS, with a collective thought and participatory approach, is struggling for changing the socio-psychological environment and in a very threatening situations carried out different activities to integrate the people and bring about a positive change in the minds of the people. With the passage of time SDS expanded and became a large group having reorientation from every nook and corner of Shangla. During this process a few individuals and groups who work for their vested interests became reactionary to SDS as they felt threatened to lose their stake.
During the last snowfall disaster SDS worked voluntarily with Oxfam and gave relief to 500 widows in 6 Union Councils. The activity was very successful and left a very positive impact.
After the October 8 devastating earthquake SDS took the lead and facilitated 8 International NGOs in assessing the situation. SDS started relief activities with Oxfam as its implementing partner. During this process SDS reached the most vulnerable and marginalized groups of the society and as a result the local elite felt threatened to lose their influence. SDS has to bear a lot of socio-economic pressures and different blackmailing tools were used to pressurize us. The general public is satisfied with our performance by and large and our efforts are appreciated.
A jirga representing the different segments of the society, which included the District and Tehsil Nazims, District Bar President and members, political and religious leaders, Union Council Nazims and general public, was held on the occasion of Oxfam GB Country Representative visit to Alpurai and everybody appreciated Oxfam for taking a lead in the relief activities and were satisfied with our performance.
In a high level meeting in Islamabad the Minister of State, Amir Muqam appreciated Oxfam’s performance in Shangla in presence of the Prime Minister of Pakistan. The appreciation was an indirect complement on our performance as Oxfam is not working directly but working through SDS, its implementing partner.
An email by Sultan Rome, General Secretary of District Bar, came to our notice in which he claims to be the founding member of SDS and leveled some baseless allegations. Although he joined SDS later but he has never been a founding member of SDS. He was appointed Legal Secretary but was removed from the post in 2003. In his email he calls SDS a ghost NGO and at the same time claims to be its founding member. If SDS is a ghost NGO then why he claims to be its founding member?
The real motive behind all baseless allegations of nepotism is to discredit SDS because in the relief activities the socio-political structure has been shaken and the socio-political elite feel threatened as the marginalized groups are reached directly and their political motives are not served.
Earlier also such allegations were leveled in the press and we served legal notice to prove their point of view but no concrete evidence could be produced. These are different blackmailing tools which are used to pressurize us in order to serve their vested interests.
Our performance can be verified on the ground.

It is sad to see the bickering about SDS. Unless people cooperate and are prepared to work together it is unlikely that progress will be made.
I am still looking for an appropriate cause tfor money raised by my school. This public squabbling reinforces my concerns about finding the right people to give it to.

I heard about the harsh winter troubles facing the victims of the earthquake on National News either ABC and NBC. I am interested in starting a blanket/shoe/clothing drive at my school and have been searching for avenues in which to send anything I collect once I begin the drive. If you have any links to the news story on ABC/NBC (mentioned a former surfer leading aid to isolated Mountain ranges {victims who I wish to send my collections to}), any other relief links or any additional information.

To day on 12th April 2007 one day seminar organized by Liberal Forum Pakistan District Shangla held in District Bar room Shangla at Alpuri. Lawyers, journalists elected representatives; local elders, social and political leaders participated in the seminar. Those who addressed the seminar were Dr; Liaqat Amir (Central finance secretary LFP)Hameed Iqbal (MPA) Muhammad Tahir (District naib nazim) Muhammad Tayab ( Tehsi nazim Alpuri) Muhammad Naeem Khan Advocate ( Ex- Tehsil naib nazim) Khan bahadar advocate, Zafar Iqbal Khan Advocate, Sultan Rome Advocate And Rayatullah Khan.District nazim Shangla Dr; Ibadullah, Mutawakil Khan Advocate(PPP,Sherpao) and Haqnawaz Advocate ( President District bar Shangla) due to personal engagements not attended the seminar. The Speakers urged upon the liberty of institutions of the state and emphasized on the check and balance among three organs of the government i-e Judiciary, Legislation and Executive. They said that education, health, job and freedom of opinion are rights of every citizen without class discrimination.
At this occasion district naib nazim Shangla Muhammad Tahir Khan take oath from newly elected office bearer of Liberal Forum District Shangla, Zafar Iqbal Khan Advocate (Coordinator) Sarfaraz Khan (General Secretary) Sultan Rome Advocate (Information Secretary) Altaf Hussain (Office Secretary) and Shahfawad Khan Shahpuri (Finance Secretary).
The speakers said on the occasion that it is necessary for every political party to left no stone unturned for development of democracy and democratic institutions. They expressed grave concern over the judicial crises in Pakistan and strongly opposed military intervention in government. They emphasized on collective efforts for restoration of real democracy, peace and war against terrorism. They said that liberal democracy is impossible without liberal economy and liberal institutions.
